Harvey Francis Barnard

Barnard's actual proposal was libertarian-adjacent and boring on purpose. Abolish the Federal Reserve. Replace the income tax with a fourteen-percent national sales tax. Forgive consumer debt indexed to a gold-backed monetary base. Restore Article I, Section 10. No Ascended Masters. No quattuordecillion. No Saint Germain. An engineering consultant from Baton Rouge with a 1970s systems-theory doctorate, sincere enough to put the manuscript in the public domain so the policy could not be gatekept.

A former Ramtha student in Yelm got hold of it. Shaini Goodwin renamed the bill, attached the Saint Germain World Trust to its trigger, and announced that the Supreme Court had ordered Clinton to sign. Barnard spent his last working years issuing point-by-point refutations from his own site. The refutations were absorbed into the mythology as evidence of suppression. He died in 2005 with the disinformation outliving him by twenty years and counting.

The lesson is operational. A sincere libertarian policy paper is the *ideal* vector for the Activity, because libertarian economics already wants the same shape the cosmology wants: a single dispensational moment, a debt erased by fiat, a return to a golden standard read literally and then metaphysically. Barnard wrote the policy and the cosmology read it back as scripture. Bellringer is now publishing the announcement.

The author publicly disowned the work. The work did not require his consent to continue. That is how you know it was never his.
